Most probably the FAST BOOT entry is set in the bios, which is why the CANC key cannot be used to access the device's power-on.

There is another way, however, to access the BIOS, from the WINDOWS setting:

- go to the RESTART button but press the SHIFT key

- when the product restarts, let the system load the TROUBLESHOOTING panel

- Select the ADVANCED OPTIONS item

- choose UEFI FIRMWARE SETTINGS

- click on the REBOOT button

- this time, the system will enter the BIOS directly
